Minecraft Server how to make it thrive?

I have been a PMC member for a few years, I have been on a few servers. Loved a few but I feel so many are empty at the moment. One I like the now it is great it has no V.I.P and all plugins I like but not many join.
It has Slimefun, Magic so much magic and easy to rank and make money too.
I feel sorry for them. Maybe I can be admin and help promote it, what else can I do? How do I get people to join it and see it is worth staying? so many log on and log off...its disappointing and disheartening I know.
They are 1.12.2 should they upgrade to 1.13 even if it breaks all their fancy plugins...will that help?

The community is an important thing that determines whether a server is liked or not. Have a nice community, and people should stay and even spread the word!
Yeah but at the moment is does not have one, what it needs is more players that log on more often to make a community that is the problem.
Then you need stuff to get people to come on, and then something so that they stay on. If you're on a server with nothing to do, you're not gonna stay long. You could do competitions, maybe some kind of challenges and things that people can do by themselves, and then events so that you can get people to join an interact with each other at the same time.

i know the feeling of dying servers. :< i don't have the time to play on one anymore, or i'd love to join. i'm usually a solo minecrafter now.

Thanks infectism. The server has a lot with the integrated magic in the plugins the many grinders, the creative world, factions there is lots just need more players to appreciate it..
