I, let me get this straight, DON'T own a server. I dont know what the EULA is. Can someone please explain what it's all about? Nobody seems to tell me anywhere else, so I thought the PMC Forum could help me.

It's complicated, but it is, in essence, the list of legal rules and restrictions on monetization and making money off of Mojang products. No one ever followed it in the past, which bothered Mojang, so ironically they've now made it less strict but are going to enforce it, which makes people angry. The world's a funny place.
