there is programing in "MCr" but its rarely needed.

As others have said, if you are looking for creating mods without coding, MCreator should do the job. You can't do 1.18 mods yet, but other than that it's amazing, I use it all the time. You can download it here.

There is a very good tool for beginner modders called MCreator. You can make anything from a mod to a plugin with it, and you can upload your mod to their website at mcreator.net/
