Mods as datapacks ?

because I do not know at all and have no idea, I ask you this question.

there are so many mods, can you create what works as a mod also as a datapack?
Or is that a problem because of this Forge thing?
And what does Forge actually do with Minecraft that you need that for a mod?
A mod as a datapack would make so many things easier, especially if you want to run a server.

So, you smart people, after laughing at my question, I'd like a usable answer.

Here's what I know:

A datapack has many limitations, Such as it's very hard to add new entities, We have to add a resource pack to remodel items, it's also very difficult to add new block. These can only change some things in game. Datapacks have to be installed for each world, mods only once.



As for mods, they can easily create new items & blocks & mobs instead of re-texturing the vanilla ones with a resource pack. Mods can also change a HUGE variety of things, such as adding new things to the HUD, Editing the render system, In addition to all of the things datapacks can do. Many mods will change things on the client side, like the F5 function. Mods can also add new keys to the game. There's also the fabric mod loader in addition to forge, which i favor over forge.



There are only 2 downsides with mods, is that they need to be downloaded on the client side, and sometimes as well on the server side. the other is that they are pretty complex to make. They use the programming language JAVA to make them, as well as they can be, really difficult.
