Is there a mod that adds craft able redstone blocks?

The most recent 1.5 snapshot does! If you go to the Mojang website (http://www.mojang.com/) you can scroll down and find the snapshot, download it, and replace your current minecraft.jar.

Yes, the snapshots, or pre-releases, of Minecraft 1.5 are on mojang.com. By installing them, you can get the redstone block. You can always wait until the update if you have problems installing.
