What level do I have to be to become eligible to submit my mods? I am one of those people who ONLY mod. I have no interest(or skill) in doing anything artistic. I just want to submit my mods and PlanetMinecraft will not respond to me.

Im sure the non response is because you sent an email to the contact us option likely linked to you. These emails go directly to Cyprezz and he gets a bit too many to get to them in a semi reasonable time span. As for your question about the level. You need to be level 2 in order to post mods.
