Everytime someone posts that they are making skins, I put a suggestion in and never hear from them again... Can anyone please make me a skin and not do that to me again? I don't know if that last bit sounded rude or not, but I didn't intend it to be, and if it was. I apologize.

To be honest, a specific person skin probably won't be that great. Since skins are so low-res, the features that you notice are clothes, items, and that kind of stuff. If you were to skin Rose Tyler, it might be indistinguishable from any other female, Caucasian celebrity. However, if there is some trait (an item she always carries, a signature piece of clothing, etc.) that she possesses, I'd be happy to skin her for you. Also, you might want to specify what kind of expression you want her to have.
Honestly, I don't care if it's going to be a low resolution because I know enough about skins to know that it won't look exactly like her, and I'm fine with that. The images I provided of her is what her trademark outfit is. And a skin of her would be distinguishable to myself, if others get it, great, but it doesn't matter to me if people know who my skin is. (That's why I want Rose Tyler, because she's obscure enough so people won't be guessing my skin when they see it, but known enough to still be noticed by people who watch DW...)
As for expression, just a "meh" one is good enough for me. I don't really like expressions on skins.
