You probably will get better help by figuring out what mod it is and post in that mod section/forum. Chances are you're not the only one that has the problem, but it's more of a mod issue then a server issue.
Are you using external IP or internal IP to connect. External has changes, so you must use the new IP.
Did you set-up port forwarding in the past. You may need to check your port forwarding as some routers require you to enter a from (external IP) address.
Double check your MC server hasn't changed IPs (due to DHCP not being set static).
Check that your server config has not IP statically set in it.
World size is more about disk space. With a VPS you should be able to keep an eye on disk space and increase as needed. It also depends on how often you want to run backups.
Ram is for how many players you have online at once. That should be plenty for 10-20 people, but depends on what version and if mindcraft is modded or not.
The key is monitoring. But you could limit to 10,000 blocks to start with and increase it later.
