cAPI is a utility mod that allows for cape addition!
It's main use is for modders. This mod allows for mods to easily add in capes that can be downloaded remotely and binded (not literally :P) to a player.
Unlike other cape mods that require you to make an account and sign up at their website and make you go through some work, adding a cape to your player is literally 2 lines of code away!
What are you waiting for? Create a cape using the default cape template and create your cape now!
(Players without a set cape will be assigned a random cape on login (So don't worry if you don't have one set)! :D)

Besides, the mod is no longer supported due to EULA issues. It doesn't work in 1.7.10 and is against the EULA.
Mojang actually has a pretty lax EULA compared to other companies (*cough, cough* Bethesda *cough*) Most companies won't let you earn money from recording or mod the game. Bethesda won't let you sell your old copy of the game to your friend. (You can sell your Minecraft account to your friend, afaik.)
Mojang is pretty nice and lax with their EULA, but unfortunately, they want capes to themselves and we must respect that. They are the creators of the game. They've been very nice to us. We might as well return the favor with being nice to them. Give a Mojangista a hug, if you find the time.
