This datapack change hoes functional by allowing you to harvest your сrops faster







As example wooden hoe will harvest crops 3 blocks forward, stone in 3x3 area, iron - 2x4, gold - 5 blocks forward, diamond - 5x4
Harvesting require you to stand inside a crop and also a crop ahead of you

Reminds me of Stardew Valley! Have you played the game?

If so, you might try to mimic their mechanic of changing the affected area based on how long you hold down your "action" key. The mechanic allows your best hoe to still till one spot with one click but if you hold longer, you hoe more spaces limited by the quality of your tool.
