Description:
This is a plugin for mod developers. The file extension is a ".dll ". This file or library can be used by any code editor that can add this file, mostly all of them. This contains class that helps the developers users update there software. If there software needs and update then they can update it on the fly with this class. It will use internet connection to download the update. This does not update mods from Minecraft.

What do you mean "your mod"? You mean I have to legally own the mod to use this program on it? :(

He is saying if you create a software(mod) using any kind of SDK then you can use this file(.DLL) to update your software. This is eaiser for your users.
