The plugin adds hp-bars to monsters and animals, not to players.
I planned to make it visible how much damage is dealt, but I am working on it.
It is just pretty simpel at the moment, so if you have some ideas for it, just write a comment or send me a pm ;)

Cool! I built something exactly like that in vanilla Minecraft but it only works up to 10 hearts and only changes the health bar when they reach an even amount of hearts (such as 10 HP).

Hey man ;D a small tweak?.. :D make the health bare a certain size always and then simply have it increase in density of "ticks" instead of getting longer? If you have a modded mob with a lot of hp it gets confusing real quick i assume? Havent tried it though :D looks awesome

Extract the .zip file anywhere. 
Copy the Passenger.jar file into your plugins folder of your bukkit server.
