Converting Java mods to Bedrock mods is sadly not directly possible due to the differences in their codebases and mod structures. Java mods are written in Java, while Bedrock mods use JSON files to tweak behaviors. I'm currently not aware of a technique to directly inject code into existing particles, similar to Java Edition, but if I happen to do so, I will consider a Bedrock port

Would it be possible for you to turn this into a datapack?

Sadly not in a way that would be efficient. You can't control particles with commands after they are summoned, so I would have to opt out of the minecraft particle system and would have to use entities for bubble particles. A lot of entities -> lag
