EDIT: As of version 1.8.4, this method no longer works. However, a few individuals came up with a system that works similar to this that works in the new update by using files hosted by the Minecraft skin servers. You can find it here.
A very simple program that runs in your browser (chrome, preferably) that lets you create commands for player heads with custom textures. You just need to put in the URL to a minecraft skin and a name for the head, and you get a command for the head with that texture. There's a preview for the head, too.
