This Creeper type lives in the void, but occasionally comes out to the overworld for a visit! When defeated, it will drop the End Gateway Block that you can walk on it and use for decoration. It won't teleport you unless you place it in the End.
PS - the End Gateway Block is indestructible in survival, so be careful how you place it!
