Or you can just do /summon ArmorStand ~ ~ ~ {ShowArms:1}

Nah,what his command does is it replaces any armless armorstand in the world with an armorstand with arms.Quite nice.

Actualy, that would continuously summon Armorstands. This Injects the {ShowArms:1} tag directly into the Armor Stand via /entitydata. If we did /summon, you would get a bajillion armor stands :P

False. I just issued the command, and guess what? 1 armor stand. If I do "/kill @e[type=!Player,r=3]", then it says "Killed Armor Stand", whereas if there were multiple armor stands in that 3 block radius, it would say that message multiple times.

I think bionic's design is hooked up to a clock meaning using the summon command would spawn a new armor stand every cycle of the clock. Yes typing the summon command once will spawn one but thats not what this design does. He uses the entitydata command because it just adds the arms to armor stands which have been manually crafted and placed and doesn't spawn them.
