A binary redstone transcoder. Original designer is unknown but the design was used by TangoTek on Hermitcraft. He was unable to provide a tutorial as he found the design in an old discord server and isn't himself quite sure how it works. Through studying his videos and streams I re-created it and provide it here for anyone else to inspect.
