This is an attempt at creating a management system for city development. The basics are set on 16 x 16 terrains so it can work with or without Towny. Before explaining the whole system, there is three basics terms you MUST know and understand. These terms are:

LOT: A Lot is a 16 x 16 terrain surrounded by a grid made of black and yellow cubes. This is the base of the entire system.

BLOCK: A Block is a 33 x 33 grid composed of 4 Lots.

DISTRICT: A District is composed of 9 Blocks set up in a square formation separated by roads 3 blocks wide.

Explanation of the System:
City owners (Read Council, Mayor, Lord, King or whatever suits you here) can develop their kingdom by "securing" a District. Securing a District means that the owner finds the proper terrain, levels the field, lit the whole place up to ensure security and create a District Grid.

A District Grid is 9 Blocks placed on a square formation (As mentionned earlier and shown on the first picture.

When someone wants to buy a Lot, i've calculated that it should cost around 250 of whatever consitute money on your server (About 0.97 cents per block). The Grid belongs to the city owner(s) and therefore CANNOT be built on. Later I will explain why.

One can buy more than one Lot if desired as long as he/she has the money to buy it (For example, an arena under 6 Lots is not quite an arena).

To illustrate the different possibilities, I've set up 4 examples. All of these examples are on the first picture of this project:

Example 001: Red and Blue both buys a Lot on the same Block. Each pays 250 and are now the proud owners of their on place to build and live. Everything above and under is now their own.

Example 002: Red decided that he wants to buy 2 Lots to build a Guildhall. Purple buys one Lot on the same Block as well. Blue wanted 2 Lots as well (Well ... Because his house has to be at LEAST as big as Red!) so he buys a Lot on the next Block but ... wait a minute! How much will he have to pay for that?

When buying a Street between two Lots, it costs 50 per segment (Each street is 2 segments wide). So Blue will have to pay 550 to become the owner of 2 Lots and is now the owner of a bigger place to build on than Red.

Purple finally decides to buy a second Lot but since there is no more place on this Block, buys one Lot on the other Block but can't afford to buy the Street so he will have to build two separate structures OR ask the City Owner if he is allowed to build a "passage" under or over the street to link the two structures.

Example 003: Red decide to go big or go home so he buys an entire Block! He will have to pay 1000 to become the owner of this Block but it will be way worth it. He intends on building a fort and he needs the place.

Example 004: Blue can't stand to have a smaller building space than Red and buys 4 Lots on two different Blocks and buys the Streets between the two. He will have to pay 1100 and can now make a statue of himself to really piss off Red.

The Finishing Touches
Once a District is done, City owner(s) can build streets between the Blocks and since he is the owner of the Grid as well decides what he does with it. As shown on the second picture, he can use the space given by the Grid to enlarge some Streets in order to make them Avenues, can make canals out of them (To provide water to structures that needs it like a cistern, mill and so on). The owner can also build community structures on unclaimed Lots/Blocks like a menagerie or a park ... heck even a quarry if he feels like it!

Streets are made large enough with this system to even be able to buy sewers under the Streets, allowing the disposal of resources you don't want and/or provide shelter for night movement and/or for illegal activities.
