***UPDATE*** 7/25
A family emergency came up and I will not be able to implement the 2nd phase of my plan before the contest end date. I may eventually get to it after the contest. As is, this is essentially a complete project, but it would have been very different and much more unique.
A Castle in the Clouds
I took my inspiration from Skyrim, not the Nordic architecture, but the idea of a castle on a mountain/hill like Whiterun or Solitude.
There are several districts. At the base of the mountain is the lower district with small houses, a tavern, and the lower walls/gates. Outside the gates, there are farms, more houses, and a lumber mill powered by a windmill on the hill. Inside the upper wall, on top of the mountain, are the trade, military, royal, and magic districts. The palace sits atop the opposite mountain, across the bridge.
