This is a command block only version of the 'Flat Bedrock' mod. If requires no mods, just paste the schematic into your world with MCedit then press the button in game to install/start the clock.

This works by having a clock constantly replaceing any bedrock higher than y=0 with stone!

If you want to stop the annoying chat spam from the clock do
/gamerule commandBlockOutput false

Cool! You could probably turn this into a one-command creation with a generator; that way you don't have to type /gamerule commandBlockOutput false. Also, you could have the floor at y=5, as you could otherwise distrupt bedrock structures (though this isn't an issue in Survival).
