At 1.17, the height construction limit will be raised.
Are you going to continue building the project and release City-17 to the public? You said you'd only do it when you could make the Citadel higher.

Hi yes i will continue , and i will make a video on my work. the high limit to 320 is not much -_- ...when Hytale is released than minecraft goes down, for me too, because there i could build over 1000 blocks

With the help of the datapack, you can make a limit of up to 4000 blocks. I think you should try it when 1.18 comes out.

Just as a thought, you could use the cubic chunks mod. It utilizes... well... cubic chunks to make a virtually infinite build height, but of course I understand if you'd rather not use a mod for it, which just means that you'll need to start a petition to have minecraft officially change the height limit/utilize cubic chunks

i haved chaded a lot .. i added church, new buildings, streets, lights ,gas station, a park like disneyland^^,...
i will show it monday. Iam still waiting for higher build limit ! to add my bigger citadel -_-

Accept, higher limit than 256 blocks in Minecraft will not.

why not get the Cubic Chunks mod? it allows for (theoretically) infinite height:
