I was in my redstoning world playing around with different things, when I noticed this. I made a diagonal line of inverters connecting to each other and placed a block with redstone on top under it around the center. When I did this I decided to put a button on the bottom inverter and when I hit it the redstone flashed once. After seeing this I knew it was less than a redstone tick, which is 1/10th of a second. Instead, it was a time-tick, which is 1/20 of a second. I ran a few tests by connecting repeaters, but they were not updated by the flash. This told me that it was not a redstone tick.
