In its essence, this well serves the same purpose as a row of three blocks filled with water. But if you've settled down permanently somewhere and you don't want to run a hundred blocks every time you need a bucket of water, this well might just do the trick. And arguably it looks a lot better than a simple hole in the ground. If you play with other people, you could even make this humble well the middle of some sort of town square. And by the way: I made sure to design the rim in such a way that it allows you to get out without a pickaxe (those village wells are the worst!).
