This is the Mikoyan Gurevich MiG-31 Foxhound, an extremely fast interceptor meant to shoot down bombers and recon planes.
It's not very nimble, obviously, but it's the 3rd fastest jet ever built, so it can catch up to almost anything.
It was based off of the MiG-25 Foxbat, which was the second fastest jet ever built.
