most of the time if you ask about making a server your either A.)you are too lazy to research into the matter, B.) you simply are a techno-idiot, or C.) you are a 12 year old thing it would be cool to have my very own "popular server". Either way the server,sadly won't be up much and will probably never eve hit 5+ players on. This is sad to say, but I've seen it happen around 16 times.
The first commitment of having a server is taking the time to research not just what the players want, but also what you want as a server owner and a minecraft player. Please, take the time to do this it can simply be by asking on other servers Trust me doing things others want WILL keep your server alive and healthy, if you doing it will die!
