This metropolis on the coast of the Indian Ocean was chosen to be Earth's first tether city in the 24th century, its development rooted in the Chinese expansion of influence in Africa 300 years before. The space elevator allowed explosive growth to transform it into a technological megacity in the 26th century. As with all tether cities, it is divided into several walled sectors to limit destruction in the event of disaster or attack.
Its imposing sleek skyscrapers, the tallest of which is 2 kilometers high, form massive complexes each serving different purposes and corporations, many of them trade systems between other planets. All citizens in the city must be connected to the UEG surveillance grid to access privileges such as purchasing goods, public transit, hospital treatment, accessing private cars and entering most buildings, all of which are governed by the grid. A utilitarian artificial intelligence named the Superintendent regulates all electronics, surveillance and public features within the city. Its data core is housed deep underground and surrounded by a massive cooling lake beneath Alpha Site, a secretive Office of Naval Intelligence facility.
Mombasa's towering seawalls are the result of rising sea levels from climate change which started in the 20th century. As the colonization of space dawned and millions of people migrated to other worlds, temperatures cooled and sea levels lowered again, cementing the city as a great walled bastion on the east African coast, reminiscent of darker times.
