Can we add vines that extend one block out of the 16x16 boundary (exactly like the vines that are already there)? Can we add invisible barrier blocks outside of the 16x16 boundary to prevent water from spilling out? Please reply very soon!!

Are we aloud to use commands such as /setblock ~ ~-1 ~ air? since this is apart of vanilla minecraft, Just double checking because i have another idea i would like to add onto my build but that's the only thing stopping me from doing it at the moment.
