I know it's been asked a few different ways, but I just wanted to clarify; I find the use of the word "layer" to describe a region of 16×16×4 (the region in which Bedrock can be found in the contest map) to be a little ambiguous.

Let's say I remove all blocks except the blocks at the lowest height (y=0), and ensure Bedrock is in every block in the original chunk at y=0 (16×16×1 = 256 Bedrock blocks).

This would leave me free to use up to 254 height for the project, while ensuring the entire "base" of the project is separated from the Void by Bedrock.

Is this within the rules?

If the layer is there, you're okay. Literally the only thing is that it just needs to exist somehow in your build. It's how we know everyone is at a fair starting point.
