No, It's part of a story in my city. HAARP stands for High Frequency Active Auroral Research Program. There is conspiracy in which organizations have a device that can manipulate/control weather. So those theories is what I got that 'haarp' name from. It's a machine in the storyline that can control weather, so that's why in this arena there is various weather conditions around.
