Project Haarp. A machine which can manipulate the current state of weather.
It can cause multiple natural disasters in it's perimeter. It has enough power to generate a small country.
It also has enough power to wipe out a small country.

Only Gordon Rosewater knows it's true power. For he is the head developer behind it.
It is HE who can destroy the city of amnesia...Paradigm City.
In which none of us are sure to say whether or not he hasn't already...

No, It's part of a story in my city. HAARP stands for High Frequency Active Auroral Research Program. There is conspiracy in which organizations have a device that can manipulate/control weather. So those theories is what I got that 'haarp' name from. It's a machine in the storyline that can control weather, so that's why in this arena there is various weather conditions around.
