How to embed the pack into the world so we don't have to manually apply it:
Take the pack
Zip it up, with the name 'resources.zip'
Put the zip in the root of the world folder.

..And that's it.
Now, when you enter the world, the pack will be auto-applied.

This is a viable method, though it doesn't work so well for a map that is strictly multiplayer.
