This redstone device activates a sticky piston for a second when you press the lever, then the second sticky piston for a second when you press the lever again, when you press the lever a third time, the first sticky piston is activated for a second, and when you push the lever again for the end of the rotation, then the rotation starts a new, just look at the pics.
