Roman Insulae were tenement buildings primarily inhabited by Rome's middle to lower working class. Living quarters were often crowded and unsanitary and were usually constructed by mudbrick and wood, a major fire hazard which would cause Rome to burn several times over the course of history and eventually lead to height restrictions, which were usually not followed.
