Uses redstone clocks  to power a command block that selects a player with /execute, then makes the player use the /particle command to make particles around themself.




NOTE:  It only creates the particles around the nearby player(s). I plan on making some efforts to make it select one player, and continue using that player.

Also, I think that it must be in a command block, or it will be too long for chat
