This is the first "test" server in minecraft.
What is a "Test" server? a test server is basically a server has practically no rules. the only rules that may exist are no swearing, and banning of skins that kill your eyes.

On a test server, you can make teams by using /team, and gather rescources. test servers get their names because they are a basic testing chamber for the owners and the people on the servers, so get ready to see some admins who do the most random of things.
This particular server runs CraftBukkit, because it would be extremely hard to make a test server out of the vanilla game.

Test servers are some of the best servers to either relax, or get blown the heck up. everything that happens on this server is completely random, and had absolutely no planning. There is no cheat filer whatsoever. the only cheat disabled is flying, and nuker will get you banned.

On a test server, you can build a huge base, or a small village.

And for conclusion, test servers are the absolute best place to do whatever you want.
