It's pretty easy to switch to 1.6.2 in the launcher.

We'll update when a beta build of bukkit 1.6.4 is released.

It's released long time ago! and my Server is 1.6.4 (visit my Profile to see my server).

To update to 1.6.4 :
- Go to bukkit website > click on "get craftbukkit" then you will go to wiki. click "main page" at the top left corner. then find "see all CraftBukkit downloads" and download the latest beta version of craftbukki 1.6.4
hope this will work :)

Do you get any error message? It could be that too many people are trying to connect at once, so if you just wait a minute or two you should be able to join.
