The bottom of his feet.. is kind of at his knees. Maybe you could have configured the creeper to actually fit in the skin template.

Did you use the creeper.png from the mobs file? And just upload it?

If that's the case, you have to do some personal configuration to the creeper, because a creeper's template is not the same as a human's.
