Dylan Charleson is a mid 20 year old with a minimum wage job at a grocery store in Empire city. one day he was late to work and quickly made his way out. on his way, he began to get a massive headache and his muscles were beginning to cramp up. Just before he blacked out, he saw, a man, in a yellow jacket, reach into his bag, picked up a chrome circular object with a blue light, and press a button on the device. when he woke up he noticed that water was making strange pasterns and moving toward him, also he began to feel hot and his hands were starting to turn red hot. He quickly jumped in the gutter to cool as much of himself down but the water would just spiral around his arms to create thick steam. He soon realized that he can now use this gift to benefit him, he began to mugging people, robbing stores, attacking innocent people for supplies to survive when the quarantine went up after the blast. he considers himself a god among humans, and is constantly challenging Cole Macgrath to prove who is stronger.

those who know infamous, he is a made up character, he is a conduit that was at Empire city when Cole first activated the raysphere (in a world with good karma Cole)
those of you that don't know infamous im sorry that you may not understand the references, but Cole Macgrath is a man you gained electrical super powers from a device called the raysphere.
