There are many tutorials on youtube that should help you! :) I use a program called MCSkin3D to make skins, which is the best! but if you don't want to download a program, I think one of the good starter programs to use on a website is The Skindex Editor. You can also use other programs to make skins in their file version like Gimp and Paint.NET if you have those! Good luck making skins! :)
