This is the Decepticon Shockwave, as seen in Transformers, Dark of the Moon. Shockwave is an evil scientist and is the brains behind many of the decepticon operations. He is also a fellow minecrafter. Now you too can be Shockwave. But be warned, Shockwave can't fly. So don't try. Unless your in creative mode, then he can fly.
