Spark the Electric Jester from the series of games with the same name.
This design is from Spark 3, but his earlier designs can be replicated by removing the jacket.

After struggling to find a job using his electrical degree, he invents a hat that allowed him to conduct and control electricity from his hands! Using this, he joins the circus... only to be replaced with a robot replica named Fark. Now without a job, he sits at home when suddenly everyone's robots start to rampage around the city! He quickly leaps into action to stop the robot uprising and hopefully defeat Fark along the way!

Spark and his games were made by LakeFepard and are available through Steam. They are the best 3D Platformers I've ever played, and you should check them out!
