Valens, or Ouales (Ουάλης), was a Byzantine and Eastern Roman emperor of the 4th century. He defeated Procopius who attempted to usurp power and campaigned against the Goths. He is also known for having commissioned the Aqueduct of Valens. He also disputed with Shapur II of the Sassanids over control of Armenia. He is known for dying at the Battle of Adrianople against the Goths in The Gothic War. Despite his military indecisiveness, he did relieve taxes and was a capable financial administrator.
