Vampire

She is a vampire with the power to control water.

One day a mad scientist held capture a girl and a bat. He put them into a padded room together to see what would happen. The scientist knew the bat was really a vampire but the girl didn't. As expected, the bat bit the girl and as the girl realized she was turning into a vampire when an experiment exploded in the next room over and water rushed into the room from a gaping hole in the wall. Water got into the bite and gave her the power to control water as well as turning her into a vampire.
