Sorry, this is kinda long, but i got carried away.

World War II. Young Henry and his family are hiding from Nazi scouts. There is a thump on the door. Henry, a mere toddler, knows no better and opens it. His mother runs to stop him, but it is too late. A bullet goes through her chest. Henry runs to the side of his fallen mother, and the Nazis pull out a small weapon. They fire it, and Henry feels thousands of volts jump into his fragile skull.
-50 years later-
Henry managed to survive, covering his burnt face with an old potato sack. He manages to save up for an outfit- a Suit and Fedora, naturraly. He hunts down all of the people who ever harmed his family- and if they were unavailable, their decendants. He comes to find that the Nazi who shot had been practicing dark magic, and had the ability to turn humans into puppet slaves. Expecting to find skin under the hood, he captueres Voltage and tears it off. He has the same feeling the man before him had as a chuild, but manages to pull away. He is left with a scar running down his face. (im going to make a skin of him, too)
Voltage has the ability to eject electricity through any openings in his clothes.
