Another Minecraft Magic Event!
If you removed the NVGs, rotated the wizard hat and add in a combat helmet while replacing the balaclava with a beard then this could be Navy Seer (Navy Seal) from Tactical Breach Wizards. BUT, the main design of this character comes from this image I found online after trying to find the original poster of the Multicam Wizard or Military Wizard Cosplay (if you search google that pops up). Anyway I tried doing the multicam but it was terrible. I can't get the shading right or any outlines right with how the camo just ruins everything.

Oops, forgot 4 pixels of layers at the feet. Not that obvious so no worries.
