I totally understand you idea to make separate packs for all of your weapon/tool improvements. I do think that doing so would put you dangerously close to the General Submission Rule that states: Do Not Upload Single Texture Edits. I do think that on technically you would be changing more than a single texture because you are editing tools made from each material. However, I strongly encourage you to release all of your improved tools in a single texture pack and maybe continue to improve other items on the item.png. Keep up the good work!
