In snapshot 19w06a, particles has been broken up into individual textures rather than being in particles.png, they gonna change other things for the next version.

I did't said its better than the new default vanilla assets, i said the "blocks" (models and textures) in this resource pack are looking better than vanilla one! I Don't want to keep make all the models 3D, Because if you want 3D models you should check Default 3D. I want to make the blocks looks better! with keeping this blocky feel to them,
And also keeping a light and nice feel to the graphical user interfaces!
We have some plans for the next version (Release 1.1) to make everything better! some people may don't like the rainbow experience bar!
im not understanding your mean, but if your mean is to move something in the gui
its not possible to do that with only a resource pack
to modify gui (except textures) you need to modify the original jar file.
