My BONUS Concept to assign separate non-randomized textures to each single blockstate revolutionizes Mapmaking! It gives you the opportunity to generally add hundreds, if not thousands, custom blocks with non-randomized textures into VANILLA MINECRAFT with no mods nor Optifine!
This dummy pack gives you easy access to all 192 mushroom block blockstates separately with pre-made files for each single one of them!
Create 159 custom blocks / models without replacing survival blocks that are naturally generated, also not with the usual diamond hoe / predicates, and also no armor stands nor block entities = no lag!]
Note that my concept is mainly addressed to map- and Vanilla mod makers, minigames creators and -servers and modded (Vanilla or real plugins) server owners with custom resource pack (+ maybe also plugins or a specific command machinery to suppress mushroom blockstate updates), not to regular Vanilla resource pack makers.

Send a lot of love to mapmaker Orchface who was so kind to update my BONUS pack to 1.13!!
I had to change the updated pack slightly, as Mojang added a previously unused by Vanilla Survival blockstate as uppermost center block of the red giant mushroom, thus I had to remove that block which in my first BONUS pack was named "054" and moved it to the Survival-blocks, so we are now left with 159 instead of 160 usable blockstate blocks that are not generated naturally in Minecraft Vanilla Survival.
More info in the added changelog.txt of the now downloadable updated pack!
Update of the BONUS testmap with all 192 blockstates will follow as soon as possible, but give me some time, real life is very busy for me :))

Does this work on Spigot/Paper/sponge? It sounds sooo goood!
I got no clue about Spigot or any other server stuff, but my pack here is strictly Vanilla, which means, it got nothing to do with Forge or any plugins. In fact, if you'd find a plugin which would suppress updating of giant mushroom block blockstates, that would be even of great help, as you could keep mushroom blocks from updating their neighbours, which makes all of them blocks safe to use, even in Survival :)
So I see no reason why any server should have problem in using this here, as it is just a resource pack!
As long as you got no plugin that interferes with mushroom blocks, there is no reason why it shouldn't work for you :)
But let me know when you tested it!
For anyone interested, to get it working: You need to:
-Add the datapack to your server world(uncompressed?),
-Get a sha1 for the pack (just upload the datapack here onlinemd5.com/ and coppy the code)
-Place a direct link to the datapack on your server.properties (can get from planetminecraft), and the sha1 number on the seerver properties.
-Enable commandblocks (also on the server.properties)
-The client will be requested to download the datapack.
Keep in mind if you have untrustworthy staff enabling command blocks is very dangerous, just a friendly warning.
Ps: the datapack ocmes with the numbers blocks is there any chance of you realeasing the ones you'd showcased?

Another possibility would be to alternate e.g. red with brown giant mushroomblocks, that way they can never update each other ;) It also should be possible via command block means to help here, but a plugin would be great, if you happen to create one, let me know, and in my next Texture Thursday video on Youtube I'll feature it (after testing it thoroughly before, if it really works, of course ;))
A suggestion: If you could make it toggleable for ALL blocks, that'd be the best!
So e.g. I could chose which type of blocks should NOT update their blockstate, for example giant mushroom blocks.. but you could also make it so that e.g. no blockstate changes for other MC blocks.
So basically, a text-driven command like e.g. /suppress minecraft:name_of_block (or then again /unsuppress or whatever word one would take for it, I'm not native English ;)) would be great, so server owners can toggle each block they want! Not limited to giant mushroom blocks.
Maybe it'd be also possible for blocks which have different blockstates of Forge mods?
The numbered blocks are the default textures, I cannot add other people's packs instead as for copyright reasons (I wouldn't want others to "assimilate" ;) my graphics into their pack as well.
But it's very easy to change the block textures, the textures are numbered from 001.png up to 160.png; I had to delete 054.png, as this block was added to the naturally generated blocks, after I created that pack.
All you have to do is to take a texture you want, rename it e.g. as "001.png", and overwrite the existing numbered 001.png-texture with it! Done :)
If you want a more sophisticated texture where not all 6 sides of the cube are the same - e.g. like the grass or mycelium block - then you'll have to do some minor basic updating of the according JSON-file, but it's really easy to do so, just take a Vanilla block as example, and you'll figure it out easily.

However, during the 1.13 snapshots/prerelesases, Mojang changed even more regarding the texture pack, e.g. paths to blocks/items, which means my pack currently doesn't work anymore (you only see black+pink blocks :)), but it'll work again, as soon as I find the time to update the changed paths!
The concept itself still works 100% like a charm.
I'll try to update this pack to 1.13.x release as soon as possible, just a bit patience please :)
Also, if you don't need all stair types, you could split them up, and you can get a fair amount of states for each stair type.. I I'm not mistaken, it should be 40 states (4 facing * 2 half * 5 shape types) also already in 1.12.x.. Obviously stairs are transparent though, so it really always depends which type of blocks you still need, but I guess with that little list it should enable you to get started to get more "junk" blocks for your project ;))
If you work on a SURVIVAL pack, NOT a map pack, then you should of course leave the stairs be, and people in Survival can't place Command or Structure blocks, and may also want to have their potted plants, not a model :)
