Turns the boring unoxidized lightning rod into the brilliant oxidized lightning rod because it sadly doesn't exist in the game.

Edit: Mojang have finally added oxidising lighting rods to the base game in the Copper Age update! I'll keep this pack in case anyone wants to use it in an older version.

I believe oxidized lightning rod doesn't exist is because lightning strikes de-oxidize copper. And since the main purpose of the lightning rod is to attract lightning (which is obvious from its literal name), it will remain de-oxidized most of the time.
