There are laws called Copyright laws that some content creators will include in descriptions of their resource packs and sometimes inside text files often named license.txt or disclaimer.
What Copyright allows people to do is dictate what others can and can't do with their packs, for example; combine assets from their pack into your pack, or simply modifying assets.
Something you should always do if you want to use an asset someone made for your own pack is to see if the description says anything about copyright, namely what the creators will allow people to do with their packs and under what conditions they can do so.
IF they do not have such information, being on the description or in the files of the packs itself, and they don't explicitly say you can do whatever, ask the creator about what you want to do. Worst thing they can say is no.

So it's under Creative Commons, not necessarily Copyright laws, my mistake.
Also about making a resourcepack, all the good tutorials I learnt with are outdated in many aspects, but I don't know if I have enough self confidence to make videos explaining it :S
