I have a question, what happens if the enchantment is higher than the default values(with commands). Will it show as plus or as numbers?

Check the en_us file inside the resource pack. I don't remember exactly how I did it but there are names for some unobtainable values...

There is no reason I'm aware of that this resource pack wouldn't be compatible with Fabric, except that modded enchantments would have their normal names, but there's no feasible way of supporting every single modded enchantment...
